Blame the victim???

The title of this article struck me as odd:

Berlusconi fights to restore Italy’s image

Why should Italy's image be tarnished over this (at least worse than Libya's image)? Wearing a stupid T-shirt hurts your image more than killing 10 people? I call shenanigans.

This reminds me of the situation where a victim of rape gets more blame for dressing like a tramp rather than the rapist does for committing the act of rape.
